Talk to Gertrude in Varrock, then to the Sisters Grime in the Varrock Sewers, and have your cat catch eight rats to begin.

See Hooknosed Jack in south-east Varrock; make rat poison (from a vial, cleaned kwuarm and red spiders' eggs if needed), poison four cheeses, and use them on the warehouse rat holes.

Help Smokin' Joe in Keldagrim: light a pot of weeds with a tinderbox, use it on the rat hole, and catch the rats with your cat while wearing a catspeak amulet.
