Talk to Hetty in her house in south-east Rimmington and ask about the black arts. She asks for four ingredients: a rat's tail, burnt meat, an eye of newt and an onion.

Kill a level 1 rat (found in the archery shop west of Hetty's house) to get the rat's tail.

Obtain burnt meat by cooking meat and burning it, buy an eye of newt from the Port Sarim magic shop, and pick an onion from a nearby field.

Return to Hetty with all four ingredients; she adds them to her cauldron. Drink from the cauldron to complete the quest.
