Speak to Marcellus at the Locus Oasis (fairy ring AJP, accessible after visiting Varlamore) by the hardwood tree patch, then cross to the centre of the oasis and speak to the blue frogs, who have gone on strike over their treatment.

Return to Marcellus, who refuses to negotiate until the frogs return his brain, then speak to Gary or Sue, who agree to hold an election and ask you to sabotage Cuthbert's lily pad.

Speak to Dave or Jane guarding the lily pads; they refuse to let you inspect them but mention they are hungry for oranges. Chop down the nearby orange tree with an axe to gather oranges and distract them.

With Sue installed as leader, broker the peace: agree that the frogs will eat Marcellus' flies in exchange for oranges, then plant fake 'evidence' of the flies' betrayal using a plushy from Marcellus' chest to finish the quest.
