    Speak to Elder Raley at the Summer Shore, ask the tortugans about Floopa, then find her in the Sacred Grove gathering camphor logs.

    Sail to Red Rock, inspect the four company displays in chronological order, then speak to Theodore Paxton, who tasks you with dealing with the pirate Black Eye Bethel.

    Sail south to Last Light and defeat the two pirate ships, either sinking them with cannons or killing their crews with magic/ranged.

    Climb the stairs and defeat Black Eye Bethel, then report back to Theodore Paxton, who refers you to Spencer Brentwood.

    Sail to The Zenith, board with Spencer, and help repair the coral dredgers on the seabed to complete the quest.
