Talk to Bert in Yanille to start the quest and receive a sandy hand, then take it to the captain of the guards in the Ye Olde Dragon Inn, giving him a beer.

Return to Bert, learn he works for Sandy's Sand Corp in Brimhaven, and travel there to search Sandy's desk for Bert's old schedule.

Report to Bert, take the mind-altering scroll to Zavistic Rarve at the Wizards' Guild, then have Betty in Port Sarim make a truth serum from redberries, white berries, a lantern lens and a vial.

Back in Brimhaven, distract Sandy, add the serum to his coffee, and activate the magical orb to record his confession.
