Go to the Grand Museum in Civitas illa Fortis and inspect the empty display (Xerna's Diadem) to start, then speak to Curator Herminius, who asks you to look for anything the guards missed.

Investigate the specialist tools behind the display and the tampered glass, then question the citizens, academics and tourists until one describes a shifty individual.

Travel to Port Sarim, ask a trader crewmember at the southern dock about the grey-haired man, then question Betty at her Magic Emporium, who gives you her notes.

Pickpocket the curator for a storeroom key, search the crate inside to find Xerna's Diadem and other hidden artefacts, then return and shame the curator through the interrogation to complete the quest.
