One favour method is enough: fish with a harpoon or lobster pot (35 Fishing). Alternatives are buying flowers (1,875 coins), cutting maples (an axe, 45 Woodcutting), raking flax (a rake, 10 Farming) or mining coal (a pickaxe, 35 Mining).
Used: Gathering resources to hand in for public support (75% needed).
Walkthrough overview

Travel to Miscellania by longboat from Rellekka (or fairy ring CIP) and speak to King Vargas upstairs in the castle to begin. He asks you to win over a royal, make peace with Etceteria, and gain public support.

Gain the trust of Princess Astrid or Prince Brand using flowers (and optionally a cake for Brand or a bow for Astrid), emoting to win their approval.

Speak to Advisor Ghrim, then negotiate a peace treaty with Queen Sigrid of Etceteria, relaying messages back and forth with King Vargas (an iron bar and logs are handed over during this).

Give Prince Brand a common ring during the trust step, then gather public support to 75% by a favour method — fishing, buying flowers, woodcutting, farming or mining — checking progress with Advisor Ghrim.

Once you have 75% support and both the trust and peace tasks are done, speak to King Vargas to complete the quest.
