Walkthrough overview

Talk to Arhein on the Catherby docks, then speak to Councillor Catherine in the council office; she gives you form cr-4p to fill in. Grab charcoal from the cabinet if you need it.

Go to Harry in eastern Catherby and buy a mayoral fishbowl and tiny net for 50 coins, then fish the Mayor of Catherby from an aquarium.

Show the mayor to Arhein, then to Catherine, correcting your form answers as needed until the by-law is changed.

Take Arhein's duck out to sea, track the current from the ripple west of the Obelisk of Water, follow it to Holgart, then return to Arhein to finish the quest.
